Panels made decisions regarding level 1 and 0 classifications.
During the spring, the panels evaluated a total of 538 publication channels that had not previously been classified in JUFO. Of these, 213 journals/series and four book publishers were accepted into Level 1. These channels have come to be evaluated mainly through the Ministry of Education and Culture's publication data collection.
In addition, the panels reviewed grounded level change proposals submitted via the JUFO portal by members of the scientific community. Based on these, 33 publication channels were promoted from Level 0 to Level 1, and six channels were downgraded from Level 1 to Level 0. Channels assigned to Level 0 will officially receive this classification starting in 2026.
Based on proposals from the scientific community, the following channels were promoted to Level 1:

The scientific community can provide feedback on the classification of publication channels via the JUFO portal by submitting a level change proposal or new addition proposal. Proposals must be justified, but the justification should not rely solely on impact factors. The panels review submitted proposals on a regular basis.
