The working groups that have completed their work
The Working Group on Funding Open Science and Research
The working group was established by the National Steering Group on Open Science and Research with the objective of designing a funding model for open science and creating a supporting action plan for all areas of openness. The Roadmap for Funding Open Science and Research was approved by the National Open Science and Research Steering Group on 27 May 2025. The first draft of the road map was subjected to a public round of comments from 28 October until 5 December 2024. The group consisted of a wide-ranging representation of actors who fund and direct research and higher education, research organizations, enablers of open science and research, as well as NGOs promoting research transparency.
Open Science and Research Reference Architecture Working Group
The working group was established by the National Steering Group on Open Science and Research with the objective of drawing up an overall picture of open science and research architecture, describing the architecture required for the realization of open science, and identifying the necessary measures to achieve it by groups of actors. From this overall picture, the goal architecture for the realization of open science in the Finnish research community was formed and published 24 March 2024. The Reference Architecture was accepted in a Steering Group meeting on 13 December 2023. The chairpersons of the group were Jukka Heikkilä (Professor Union, 2022, 1st chair) and Susanna Nykyri (University of Tampere, 2023 1st chair)

Open Science for Learned Societies
The working group produced the Open Science Checklist for Learned Societies that was published 4 June 2025. The group was chaired by Katariina Lehto (Finnish Medico-Historical Society) and Salla Kässi (Finnish Society of Sport Sciences)
The Working Group on Openness Solutions for Finnish Science Publications
The working group was established by the National Steering Group on Open Science and Research in February 2021 with the task of preparing a proposal for a sustainable model that guarantees proper operating conditions and open access for Finnish scientific publications. The goal of the working group was to contribute to Objective 4 of the Open Access to Journal and Conference Articles Policy Component, which aims to create a co-funded publication model that enables immediate transparency of research articles published in Finland. The group was chaired by Ossi Naukkarinen from Aalto University.
