
The Publication Forum steering group met on September 8, 2025, and approved significant changes to the JUFO classification.
In accordance with the steering group's decision, the term "level 0" will be discontinued. In the future, publications that are not classified in levels 1–3 will be referred to as "other identified publication channels." This group includes peer-reviewed local or new channels, channels at the interface between professional and popular publications, and predatory and gray area journals.
In addition, the steering group decided to abandon level 3. Accordingly, in the update assessment to be carried out in 2026, the Publication Forum's assessment panels will no longer classify journals in JUFO category 3. The reform has been timed to coincide with the current university funding model agreement period so that the discontinuation of level 3 will have no impact on the calculation of university funding for 2025–2028.
With the removal of level 3, the combined publication volume of publication series classified as level 2 may not exceed 25 percent of all series (levels 1–2) per panel. Approximately 100 book publishers can be classified as level 2, and the selections will be made by joint decision of the panel chairs.
