New panels have been appointed to the Publication Forum for the term 2025-2028. A total of 294 experts were selected as members of the panels, of whom 42% are women and 58% are men. 13% of the appointed panellists are young researchers, i.e., graduates in 2017 or later. The share of panellists continuing from the previous term is 52%. The appointed experts represent Finnish universities and some government research institutes (figure 1). The composition of the new panels can be seen here:
A total of 365 experts applied for the panels. There was a call for new panellists in the spring of 2024. New panellists were especially sought for those disciplines for which there is no expertise among the continuing panellists. Proposals for panellist candidates were requested from learned societies, universities and government research institutes. 30 learned societies and 14 research organisations submitted proposals for panel members.
In appointing the panellists, attention was paid to the balanced representation of different fields of research, research career stages, organisations and genders. In addition, the recommendations from learned societies and organisations, as well as the candidates’ experience in scholarly publishing and research evaluation were taken into account.
The work of the new panels will begin in early 2025. At this stage, the panel compositions can still be complemented if needed. The members of the panels are representatives of the national research community in their field of science and research, whose task also includes consulting their background communities.
The panels’ task is to evaluate new publication channels either to level 1 or 0. New publication channels are continuously evaluated, in addition to which proposals for level 1 and 0 amendments received from the research community are also considered. In addition, the panels will decide on possible changes to levels 2 and 3 in 2026.
